The former Professional Game Match Officials Limited (PGMOL) general manager Keith Hackett believes referee Chris Kavanagh was not close enough to the incident when Luis Diaz appealed for a penalty against Fulham.
Liverpool looked to find an equaliser late on while trailing 3-2 at Craven Cottage when the forward went down following contact from Joachim Andersen.
Kavanagh refused to point to the spot, though, and video assistant referee Matt Donohue nor assistant video assistant referee took any action.
"I do think the referee needed to be closer to the penalty area when he's making this type of judgement," Hackett told Football Insider.
"Here's my view of this: if the referee says it's not a penalty kick, then is the player guilty of an act of simulation?
"But they do nothing.
He doesn't give a penalty kick, and he reviews that the player's not simulated, maybe because he feels he's not bought the penalty kick decision.
"So, not a penalty kick for me; I want to see a bit more [contact].
He said: "Liverpool's [Caoimhin] Kelleher came out, with arms outstretched, nowhere near the ball, and in doing so, uses his body and brings down [Andreas] Pereira,.
"It's a penalty kick.

"Because there are two offences that both required a penalty kick decision: goalkeeper and Van Dijk, both guilty of offences inside the penalty area.
